ESTABLISHMENT OF NATIONAL FRAMEWORK OF KEY PERFORMANCE
INDICATORS FOR GOOD GOVERNANCE AND QUALITY TOWARDS INCLUSIVE,
DIGITAL AND GREEN ORIENTED HIGHER EDUCATION IN ARMENIA (KPI4HE) 



The "Establishment of National Framework of Key Performance Indicators for Good Governance and Quality Towards Inclusive, Digital, and Green-Oriented Higher Education in Armenia" (KPI4HE) project seeks to improve governance, strategic planning, and management in Armenia's higher education system. By developing and implementing a National Framework of Key Performance Indicators (NF-KPI), operationalizing Institutional Research and Planning Services (IRPS), and revising state accreditation standards, the project aims to foster inclusive, digital, and sustainable education in line with modern international practices.

Yerevan State University is the coordinator of this three-year national program, which involves several participants, including the Armenian Ministry of Education, Science, Culture and Sports, the National Center for Professional Education Quality Assurance (ANQA), Eurasia International University, Northern University, the Institute for Informatics and Automation Problems of NAS RA, Khachatur Abovyan Armenian State Pedagogical University, Gavar State University, and the Armenian Center for Education Policy and Management NGO. Additionally, three European universities are involved: Dresden Technical University, University of Oldenburg, and University of Genoa.

The project's core focus is on building the capacity of national and institutional administrators, policymakers, educators, and researchers to integrate Sustainable Development Goals (SDGs) related to environmental issues into the National Framework of Key Performance Indicators (NF-KPI). This integration will serve as a tool for guiding higher education governance, strategic planning, management, and quality assurance in universities, ensuring they align with sustainability practices and modern governance standards.

The following project outcomes are expected:

  • Training Kit: A resource on European Institutional Research practices to improve university governance, strategic planning, and management within digital and green transitions.
  • Trained Staff: Personnel trained in strategic planning, information system management, and quality assurance.
  • NF-KPI and Digital Platform: A national framework of KPIs supporting digital, inclusive, and green higher education, along with a supporting platform.
  • Operations Manuals: Manuals to guide the use of NF-KPI tailored to each institution.
  • Functional IRPS: Established Institutional Research and Planning Services with infrastructure and regulations.
  • Pilot Reports: Documentation of pilot research and strategic planning activities in participating universities.
  • Revised Accreditation Standards: Updated state accreditation standards aligned with the NF-KPI.
The project expected impact is foreseen on:
  • Institutional level: Enhanced skills for teaching and administrative staff in digitalization and green transitions, with functional KPIs supporting management, strategic planning, and quality control.
  • National level: Implementation of a National KPI framework and digital platform, alongside revised accreditation standards, to guide inclusive, digital, and green-oriented higher education in Armenia.
  • European level: Facilitated collaboration, knowledge-sharing, and long-term partnerships between involved institutions, fostering convergence with EU standards and integrating Armenian universities into the European Higher Education Area (EHEA).

This event marks an important step in building a strong and active local IEEE community connected to the global network of the Institute of Electrical and Electronics Engineers (IEEE). During the meeting, we will introduce the Subsection’s goals, leadership, and planned activities, and share information about IEEE’s structure, opportunities for creating technical subunits and conferences, and governance and election processes.

The session will also include a networking segment designed to strengthen connections among members, encourage collaboration, and support future joint initiatives.
